West Africa ECOWAS NCC Sensitize Stakeholders

The Economic Community of West African States, National Coordinating Committee's (NCC) in the Gambia on Wednesday 5 October held a sensitization program on the issue of the Gambia's NCC commitment to the goals and objectives of the ECOWAS Regional Integration process, especially in the concretization of effort to harmonize economic policies within the frameworks to accelerate the creation of an ECOWAS monetary zone. The sensitisation program was held at the Paradise Suites Hotel in Kololi.
The main objectives of the ECOWAS, NCC sensitisation program is to further enlist strong political commitment and proactive support for ECOWAS Regional Integration development partners and other important stakeholders engaged in national and regional development efforts.
Delivering the opening remarks, the Deputy Permanent Secretary, Ministry of Finance Economic Affairs Mrs. Isatou Fall noted that the main objective of the ECOWAS NCC secretariat is to improve the economic supervision of the ECOWAS member states by reinforcing good public finance management and also ensuring the creation of the ECOWAS single currency. She further noted that the NCC constitutes the technical working group which validates all reports produced by the Secretariat's macroeconomist before they are sent to the ECOWAS commission. He said the NCC supervises the activities of the secretariat, and is headed by a Chairman.
He referred to the decision (resolution A/DEC.1/12/01) to create the mechanism for multilateral Surveillance of the economic and financial policies of all ECOWAS member states during the annual convention of ECOWAS heads of state and government in Dakar, Senegal on the 21 December 2001. He further alluded that it came with the framework of the 9th European Development Fund (EDF) to enhance the capacities of ECOWAS commission and improve upon the macroeconomic policy supervision of ECOWAS member states. He noted that the 9th EDF embarked upon the recruitment of two macroeconomic consultants to support the implementation of the programme on multilateral surveillance. He further noted that the implementation of multilateral surveillance is essential to evaluate economic performance of ECOWAS member states towards the implementation of the road map for the creation of the ECOWAS single currency adopted by the ECOWAS convergence council in May 2009. He said towards the achievement of the above goals, the ECOWAS National Coordinating Committee (NCC) Secretariat were established. Yaya Samateh, ECOWAS National Unit said the sensitisation is part of a series of activities that NCC as well as the Ministry of Trade, Regional Integration and Employment is committed to undertake in order to raise the level of awareness of the citizenry on the roles and functions of NCC in promoting the ECOWAS integration programmes, especially economic supervision for good public finance management.
He noted that, among the core mandates of the ECOWAS National Unit is to facilitate, coordinate and monitor the implementation of ECOWAS programmes in member states. He further noted that the objective is to ensure that these initiatives gain traction at the level by disseminating information and also carry out a public awareness on ECOWAS programmes.
He alluded that in insuring that the regional policies are integrated into all aspects of national policy, it therefore needs the participation of all stakeholders in order for the country to derive optional benefit from its ECOWAS membership.
Mr. Samateh highlighted that the Ministry of Trade continues to provide the much needed coordination in the governmental machinery with respect to regional integration and also the creation of the NCC by ECOWAS commission in member states. He further highlighted the coordination mandate, particularly as it relates to economic supervision on monetary and public finance management.
He noted that, the sensitisation is therefore a good opportunity for stakeholders to acquire more knowledge and understanding of the ECOWAS Nation Unit, NCC and Secretariat with a view to reinforcing the ECOWAS integration programs through harmonizing the procedures governing the integration processes.
